TORRES INCIDENT - PENALTY OR NOT?

I cannot believe the penalty was NEVER awarded for this. Ok at times you see it as six of one, half a dozen of the other but first and foremost its a BLATENT shirt pull which is a booking, secondly to go one stage further, Kompany is denying Torres a goal scoring opportunity which is a red card!

How this wasn't given, I will never know!
