Well that's what we are to believe if you read this headline from the article posted here which caught my attention last night.
I do not believe for one second that Roman Abramovich has "ordered" AVB to play the kids or has told him to do it in a way the press are making out at all.
For me it would be in his remit for when he took the job. I think it's the same for any manager of a football club, not just Chelsea. You build a successful side while using the team of people around you to develop the youngsters to then promote them into your team.
When asked about such "orders" as the media are calling it, AVB responded by saying:
So it won't be a case of Chelsea fielding 11 youngsters tonight. It's not a case of Roman telling AVB who to pick at all. Listen, Roman Abramovich has paid Porto £13.3m for his manager so why would he interfere?.
AVB by coming here has already won the first battle by taking ownership of transfers and I also believe he will pick the team he wants to play week after week without interference from our Owner.
So expect a couple of youngsters tonight given the chance to show what they can do but they will be playing alongside very experienced and strong first team players.

“It’s a club philosophy. A decision the owner wants, to promote talent, But there is a responsibility to try and win trophy as well. I think there is prestige in the competition.The key part of the interview here is when after saying about the owners wishes, he made sure he re-iterated that there is a responsibility to win the competition also.
Arsenal have been doing it for years. We can discuss if it has been useful or not for the talent. But I think it has been, they [Arsenal] reached the final last year and a couple of semis. Important to get feeling of competition for them.
The Carling Cup is an opportunity for us to put our best young talents across and give them experience for us. It’s not a completely new approach as we did it last year.
We want them to have these opportunities. It’s a good challenge, as Fulham are a Premier League team, and it gives us an idea of where we stand.”
